Initialize Message Processing

The administrative returns node reads the return reasons table.

1. For the first record, the existence of the required fields is checked. If one is missing, a required field not present workflow exception is issued. A failure is returned.
2. An internal control is built that orders the flags based on the precedence setting. The lower the number, the higher the precedence.
