UserItemRecordsImpl Constructor

This two argument constructor is used to construct a fully populated UserItemRecordsImpl object. The parameters are:

insertAfterId

A new item is to be inserted after this item PaymentId

itemModel

The ItemModel object which contains details about the new item to insert into the database
