Control Center changes

The following changes must be made using Control Center.

1. To allow Gateway to ingest the same ICL files multiple times, disable Gateway duplicate checking. Use the manage rule sets page in Control Center to:
   1. Edit forward file to disable transmission duplicate check
   2. Edit forward deposit to disable batch duplicate check and segment duplicate check
