Default priority control configuration
When the system starts, a check is done to determine whether any priority control configurations are defined. If no priority control configurations are defined, a default configuration is loaded and activated.
The default configuration contains a single default filter criterion that sends any payment to any member of the Payment Repair user groups that are defined. This default ensures that a minimal configuration for sending payments to repair operators exists.
Note: If all priority control configurations, including the default, are deleted, the default configuration is
reloaded when the system restarts.
