Gateway Handshake

The Gateway handshake protocol enables tracking delivery and receipt of transmissions between Common Services and its clients for transmission ingestion. A client sends a handshake request to the Gateway to inform the Gateway of a specific transmission that will be coming. When the transmission is received by the Gateway a handshake response is sent to the client.
