Explanation

The Transaction Server could not start the remote access services. Remote access is not possible
with this instance of the Transaction Server.

Operator response
Ensure that the Java™ virtual machine that is used to run the Transaction Server is started with valid java.rmi.server.codebase and
java.security.policy parameters. Ensure that the security policy that is used is valid
for the user ID under which the Transaction Server is being run.
