Some of the transmissions have an -- unavailable -- deadline

Problem:
Some of the transmissions have a deadline identified as unavailable.
Symptom:
Work processed after the final deadline for a particular participant is created in a transmission that has a deadline specified as unavailable. Any transmission with a deadline set to unavailable needs to be managed manually using the Risk Management user interface.
Solution:
Modify the participant definition in Partner Profiles to assign a later deadline to any transmissions that should not be identified as unavailable.
