Transform MTFIN to MTXML

To transform a FIN message in line-mode representation (MTFIN) to a FIN message in XML representation (MTXML):

• The body of the input message must be:
  1. Encoded in UTF-8
  2. Provided by the Root.BLOB.BLOB element
• The body of the output message is:
  1. Encoded in UTF-8
  2. Provided by the Root.XMLNSC element
