Administration notification request message

An administration notification request message for sign on or sign off is received on the REQUEST.TO.CSM queue.

The simulator responds with a sign on or a sign off response on the RESPONSE.FROM.CSM queue.

The SIM.CSM.CONTROL queue is used to determine how the simulator responds to the request.

When putting a string like 'admn.001:RJCT:<reason code>' to the queue it rejects a sign on request.
When putting a string like 'admn.003:RJCT:<reason code>' to the queue it rejects a sign off request.
