Outbound recall

A recall request is received on the TO.TARGET2 ¹ queue. The simulator receives a result of investigation or a payment return on the REQUEST.TO.CSM.EXTERNAL ¹ queue and sends it to the FROM.TARGET2 ¹ queue.
