A_ProcessCmd

Once an operator command does not need further authorization, this command checks that the command is valid for each of the target object states. The number of target objects and the number of valid targets are also verified (a mismatch here will raise E_CmdError if the config item in "BULK_RESOLUTION" named "STRICT_VALIDATION" is set to 'Y').
