Explanation
The error occurred when an attempt is made to add local managed disks to a storage pool or an
image volume without enabling the shared disk feature on the managed disks.

Select a local managed disk on which shared disk feature is enabled and then retry the command. 

Enable the shared disk feature on Azure disk by using Azure CLI or Azure web console.
