User response

Log off from the node service IP address, log on to the management IP address, and run the command on the configuration node.

This error can occur when 3-Site Orchestrator is interrupted due to a failover and is attempting to recover. If this condition persists after a reasonable length of time, contact IBM® Support Center to recover the site.
