You can control the rate by which TCP connections are recycled
by adjusting the Microsoft Windows TcpTimedWaitDelay parameter.
The TcpTimedWaitDelay Windows parameter value specifies
the amount of time that must elapse before TCP can release a closed
connection and reuse its resources. By decreasing this value, TCP
connections can be recycled more quickly.
Use
the Registry Editor to decrease the TcpTimedWaitDelay parameter
value, which is located in the following registry path: HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Tcpip\Parameters
