Creating Engineering Lifecycle Management instance on Hybrid Cloud

A user with an admin or edit role in the Red Hat® OpenShift® project can create an Engineering Lifecycle Management instance within the Red Hat OpenShift. Each project allows the creation of only one Engineering Lifecycle Management instance.
