ELM v7.1.0 iFix009 images

Engineering Lifecycle Management on Hybrid Cloud now includes the Engineering Lifecycle Management v7.1.0 iFix009 images. The Engineering Lifecycle Management v7.1 iFix009 images are based on IBM® WebSphere® Liberty version 26.0.0.3 with Java 17.0.18. Upgrade existing Engineering Lifecycle Management version to iFix009

The upgrade from Engineering Lifecycle Management v7.1.0 iFix007 or earlier to iFix009 is a maintenance-level update that delivers critical fixes, performance enhancements, and improved compatibility. Operator upgrade from existing version to v1.4.0
