CQMC0402E Could not load CQM API module. Check STEPLIB and APF authorizations

Explanation
 The CAE Agent was unable to load the code necessary
to retrieve data from CQM collectors.

User response
 Check the STEPLIB for the CAE Agent to verify
that the SCQMLOAD and SFECLOAD libraries used by the collectors on
that system are in the STEPLIB. Check that both those libraries are
APF Authorized.
