Debug Manager TCP/IP updates

The Debug Manager uses the following TCP/IP ports:

• Port for client-host communication (default 5335). Communication on this port can be encrypted.
• Port for host-confined communication (default 5336).
• Port for inter-sysplex communication (default 5337), when the sysplex support is enabled.
