CICS® PLT program EQA0CPLT detected an error during the ENABLE
of a required CICS exit program.

Programmer response
Determine if the CICS region user id has external
security-manager (RACF®) access to the EXITPROGRAM CICS CLASS. This includes the ability to issue the EXEC CICS EXTRACT/ENABLE/DISABLE EXIT commands.
