Explanation
z/OS® Debugger detected an error while attempting
to activate the non-Language Environment® supporting
exits.

Programmer response
The error most likely occurred during z/OS Debugger
CICS® region initialization. Verify that the z/OS Debugger
hlq.SEQAMOD data set is the in the region DFHRPL and the
CICS resource definitions from
hlq.SEQASAMP(EQACCSD) have been added.
