Explanation

An attempt was made to open the specified data set in order to determine if settings should be automatically restored or to save the current settings. However, the data set could be allocated but could not be opened. This may be the result of not having RACF access to the data set, of having a member name specified that did not exist, an invalid RECFM, or any other problem that could cause a System 013 Abend.
