Explanation
z/OS® Debugger is unable to activate the
non-Language Environment®
CICS® global exits due to back-level z/OS Debugger SVCs. dtsvcname is
either EQA00SVC or EQA01SVC.

Programmer response
Verify that the latest version of the z/OS Debugger SVCs are installed. The level of the SVCs can be checked by running the exec in
hlq.SEQAEXEC(EQADTSVC). For non-Language
Environment support, EQA00SVC must be at least 04 and
EQA01SVC at least 05.
