In the case of high-availability, this message is printed by UMS backup
server when primary server is running.

If high availability is not in use, this indicates an unclean shutdown of a
prior Zowe run. The user should check for defunct or orphaned UMS processes and halt
them. If not, TSO NETSTAT DROP should be used to drop the problematic
connection.
