This error occurs when a user tries to remove a primary environment from a node and sets the surviving primary environment value to the same environment being removed.
System action
The system does not allow the surviving primary environment to be the same as the one being removed from the node.

Provide a different peer environment as the surviving primary environment when removing a primary environment from the node.
