The BIND_VARIABLE_TIMESTAMP procedure provides the capability
to associate a TIMESTAMP value with an IN, INOUT, or OUT argument
in an SQL command.

Parameters
- c
- An input argument of type INTEGER that specifies the cursor ID
for the SQL command with bind variables.
- name
- An input argument of type VARCHAR(128) that specifies the name
of the bind variable in the SQL command.
- value
- An input argument of type TIMESTAMP that specifies the value to
be assigned.
