Call level interface (CLI) driver enhancements

The CLI driver contains performance and usability enhancements for the Db2 12.1.4 release.

Db2 12.1.4 enhancements

The Db2 12.1.4 release includes the following enhancements and new capabilities for the CLI driver:

Enhancement	Description
New IBM data server driver configuration keywords for reconnect support.	Two new configuration keywords allow users to configure and disable the auto-reconnect feature of the Db2 client, without having to configure workload balancing (WLB) or automatic client reroute (ACR) in the `db2dsdriver.cfg` file.
