Explanation
 A START RLIMIT command was entered and the governor
is already active utilizing the specified table. The command is ignored.

System action
 The governor continues to use table 'table-name'.

Operator response
 Verify that the ID specified on the START
RLIMIT command is the correct ID. If not, reenter the command specifying
the correct ID. If it is correct, no action is needed because the
facility is already active and is using the correct table.

System programmer response
 If you suspect an error in Db2, you might need to report the problem. For information about identifying and reporting the

Problem determination
 Collect the following diagnostic items:
Console output from the system on which the job was run, and a listing of the
SYSLOG data set for the period of time that spans the failure. 

A listing of the SYS1.LOGREC data set, obtained by executing IFCEREP1.
