Explanation
An error occurred when attaching a Db2 BIND service, DSNESM71, to execute the indicated DSN subcommand. 

name

The DSN subcommand. Possible values are BIND, REBIND, or FREE. 

return-code

The return code from ATTCHMVS.  If return-code is 99, a failure occurred when the Db2 BIND service issued RRS IDENTIFY, SIGNON, or CREATE THREAD.

The stored procedure terminates.
