Explanation
A START RLIMIT command specified a resource limit table or index in an obsolete format that is not supported in Db2 12.

- The authorization ID that create the table or index.
- object-name
- The name of the table or index.
System action
The resource limit facility is not started with authid.object-name. If authid.object-name is the only table with the specified ID value, the command fails
