 If the MVS IXLCONN
reason code is xxxx0C08 (structure allocation failed because there
was no suitable facility to allocate based on the preference list
in the MVS CFRM administrative
policy), or if the MVS IXLCONN
reason code is xxxx084C (user does not have proper Security Access
Facility (SAF) authorization), then IFCID 0250, if active, contains
additional diagnostic information.
