Cannot add a user to Copy Services Manager

This condition occurs when you try to add a user by using the Copy Services Manager GUI or CLI.

Problem

When you try to add a user, the following message is displayed:
Unable to connect to the primary user registry service. It is not possible to 
add new users and groups when the primary user registry service cannot be reached.

This message is displayed because Copy Services Manager cannot access the user registry. To access the user registry, the Copy Services Manager web server must be running.

Action

Contact your system administrator to determine whether the Copy Services Manager web server is running. Also, determine whether firewall or network issues are blocking access to the web server.
