A migration may enter a blocked state. This occurs when all of the
attempts to list the source vault fail (default is five attempts).
While in the blocked state no listing requests are sent to the source vault
and no data is copied to the target vault. The user must manually resume the migration once the
health of the source vault has been restored. For system troubleshooting see the Manager
