ARS4020E Unable to configure data source `database_engine`

Explanation The ARSDB program failed when attempting to configure
the database. 

User response
 Resubmit the command with the -v (verbose)
parameter. Use the information from the additional messages to determine
why the database could not be configured. Correct the problem and
then resubmit the command.
