SOAR Breach Response add-on updates V1.10.25

The SOAR Breach Response add-on includes updated regulators and a new regulator in this release.

FTC Health	Updated this regulator to reflect changes in the "Complying with the FTC's Health Breach Notification Rule" guidance, which was updated by the FTC in July 2024. Specifically, updated the application scope in the Tooltip language and the channel of reporting breaches to the FTC in the language of both Notify FTC (500 or more affected individuals) and Notify FTC (less than 500 affected individuals) tasks.
