API Connect cluster FIPS compliance

API Connect cluster instances are provided by the IBM API Connect operator. An API Connect cluster is not FIPS compliant; however, if you install your Red Hat OpenShift cluster using FIPS support and configure a "FIPS wall", then an API Connect cluster can operate within that configuration.
