BCXSM1501E Failed to communicate with the identity service to delete keys

Explanation When communicating with the identity service via
the messaging service, a failure occurred that prevented the keys
from being deleted. 

User response Verify that the messaging service (the MQ server)
is available and is not reporting a failure. Also, verify that at
least one operational member is running with the execute member list
command, and check the operational logs to verify that the identity
service is not reporting a failure. Then, retry this command.
