BCXSM1203E Failed to communicate with the identity service to extract keys

Explanation When communicating with the identity service via
the messaging service, a failure occurred and this prevented the keys
from being exported. 

User response Verify that the messaging service (the MQ server)
is available and is not reporting failures. Also, verify that at least
one operational member is running with the execute member list command,
and check the operational logs to verify the identity service is not
reporting failures. Then, retry this command.
