XML version
The XML version element is a value element and stores the data corresponding to the version string in the declaration.
It is always a child of the XmlDecl element. In the following
example, the version element contains the string value 1.0:
<?xml version="1.0" encoding="UTF-8" standalone="no"?>
<!DOCTYPE s1 PUBLIC "http://www.ibm.com/example.dtd" "example.dtd">
<s1>.........</s1>
