PLISTCKPLOCAL generates the corresponding Perform Timing Facility Function (PTFF) hardware instruction and then adjusts the PTFF value by subtracting the number of leap seconds from the PTFF value and then adding the time zone difference to give the local time. It returns the condition code set by the instruction.
