. The reason is that only those enclaves are shown in the report that have been sampled at least twice and that are active or inactive at the end of the Monitor III MINTIME. Therefore, short-running enclaves will not appear in the report.

When the report interval spans more than one Monitor III MINTIME, the above criteria must match for the last MINTIME in the report interval.
