This message is issued when a PARMLIB UPDATE(xx) or a SET IKJTSO=xx command is being processed. The OBTAIN macro determined that the broadcast data set specified in the DATASET subfield of the BROADCAST keyword of the IKJTSOxx parmlib member was not on the volume specified by the VOLUME subfield.
