Pre-upgrade to 10.2601.0

Ensure that you create newly added Kafka topics.
Procedure
Create following Kafka topics for Inventory.
- {topicPrefix}-{environment}-iv-es-supply-transaction-record
- {topicPrefix}-{environment}-iv-es-supply-transaction-detail
