Explanation
 The CQS BROWSE of the cold queue failed.

Programmer response
 This is an internal error. Locate the CQS
reason code (CQSRSNCD) in the parameter list (QMRWLWA) to determine
the cause. If reason code = NO DATA OBJECTS RETURNED, dump the cold
queue to verify whether any message exists. If so, this is an internal
error.
