Explanation
 An invalid call was made to DFSQMR30. Register 0 did not contain X'28' (MRQCLEAN), X'34'
(MRQCMD), or X'38' (MRQGCMD).

Programmer response
 REG0 in the REG0-REG15 save area contains
the function code. REG14 is the address of the caller of DFSQMR30
(BALR register). Trace the call back to the caller of DFSQMR30.
