Explanation
 The DFSPOOL call received a nonzero return code
while attempting to get or release storage from the HIOP storage pool
for the QMRQWORK area or a buffer.

Programmer response
 REG15 = the return code from DFSPOOL
call. This is either an internal error, or there is insufficient storage
available in the control region private area.
