Locate the message and verify that the MSC prefix is present and flag MSGC2MSC
is set on. If so, MSC was defined at SYSGEN when the message was created but
is not in the SYSGEN now. The flag SCDPDMUL is set on by SYSGEN if MSC is
included in the SYSGEN. Do a SYSGEN with MSC.
