Parameter RTE_PLIB_HILEV was not defined in the
KCIVARS DD for the PDCOLLECT action. Some collection flags
that normally require runtime environment information are disabled. To collect additional
information, you must specify values for both the RTE_PLIB_HILEV and
RTE_NAME parameters.
