open-vm-tools support

RHEL 7.x base OS image includes open-vm-tools that replaces the VMware tools in IBM Cloud Pak System. VMware suggests open-vm-tools, and these tools are the open source implementation of VMware tools and provides the same function. The open-vm-tools package is updated along with base OS image refresh and you no longer need to manage or update them by using the VMware vSphere client in VMware vCenter.
