Explanation
 This is a second level message for message IKJ55137E.
The LOCATE macro found that the specified broadcast data set name
is an alias, but LOCATE failed to return its primary name.  (This
is a LOCATE internal error.) 

System action
 The PARMLIB UPDATE(xx) or SET IKJTSO=xx command
fails.

User response
 Try using the primary name of the broadcast data
set, rather than an alias name.  If you specify an alias name, you
cannot specify the VOLUME subfield of the BROADCAST keyword.  If you
specify the primary name, you can use the VOLUME subfield of the BROADCAST
keyword to indicate the volume you want.
