Explanation
 You specified the ALTLIB command with the DISPLAY
operand.  The ALTLIB command issues this message to show that a REXX environment
does not exist.  The message is accompanied by the following message:
 An
EXEC environment does not exist.

System action
 This is a warning.  Because the EXEC environment
contains information needed to execute an EXEC and it is not available,
if you try to activate an ALTLIB level for EXEC it will result in
an error.  The ALTLIB command continues after issuing the message.

 Contact your system programmer to diagnose problems
with the availability of a language processor environment for REXX.
